Description

The fix for #11280 went a little out of scope and introduced an addMandatoryAttributes step to clean for ensuring that all <param>s in HTML to be DOMified have a nonempty "name" attribute.

Since "name" is required ​per ​spec, I'd like to get back the bytes and processor cycles.
