Remove "exclusive" events

Description

Now that #11101 deprecated and we have removed data events via #10544 we can remove exclusive events in 1.9. No docs changes required since this was never documented.

Fix #12827. Remove exclusive event semantics from .trigger().

No unit tests were removed in the undoing of this feature. :sob:

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
