WikiFormatting link on the bug report form links to an empty page (again)

Description
I myself wrote some formatting options on the same page in the previous version of jQuery.
It was minimal and obtained by trial and error, but it was much better than an empty page.
Maybe you have a requirement for not letting submitters appropiately format their texts, but if so, it's better to erase the link on the bug report form...
