.offset() is not consistent between browsers

Description
The offsets returned by jQuery.fn.offset() isn't relatively same across browsers.
For instance, code that creates a DIV below another element in Mozilla-based browsers would create a DIV above the other element in Webkit-based browsers.
Example:
var offset = $('#div1').offset();
offset.top += $('#div1').outerHeight();
This causes div#div2 to be placed below div#div1 in Firefox
In Chrome and Safari, div#div2 is placed above div#div1
$('#div2').offset(offset);

Because we get so many tickets, we often need to return them to the initial reporter for more information.
