I don't think that we can now stop publishing on bower
Agreed, we will continue to support installing jquery with bower, but we won't be using bower ourselves.

I think using npm consistently for our own internal dependencies is good. Since we've published on bower I don't think that we can now stop publishing on bower. At least not without a lot of whining.
