doesn't work:
$(".foo").toggle().delay(2000).toggle()
works:
$(".$foo").toggle("slow").delay(200).toggle()
works:
$(".$foo").toggle("slow").delay(200).toggle()

It seems that "Delay" need a speed in its chained function to work properly, otherwise it is ignored. Maybe it's normal?
"Delay" works:
$(".foo").delay(5000).hide(0);
"Delay" is ignored:
$(".foo").delay(5000).hide();
