ATTACHMENT submission broken for bug reports

Description

It's not possible to attach a picture to a bug report... The site returns always an error page.

With the replacement flag unchecked, the returned error is: INVALID ATTACHMENT - Attachment /bugs/bug/896: jquery-wrong-IE7-2.jpg does not exist.

and with that flag checked it is: PERMISSION DENIED - WIKI_DELETE privileges are required to perform this operation.

Errors don't change if the user is logged in

Fixed with the Trac upgrade.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
