serializeArray fails with fieldsets in IE

Description
using serializeArray on a fieldset (rather than a form) on IE 7+ returns an empty Array.
works fine on other browsers.
<form id="myForm">
<input name="name" type="text" />
<fieldset id="f">
<input name="surname" type="text" />
</fieldset>
</form>
$("#myForm").serializeArray() -> ok
$("#f").seriazieArray() -> [] = an empty array

Because we get so many tickets, we often need to return them to the initial reporter for more information. Additionally, test against the
jQuery (edge)
version to ensure the issue still exists.
