[web] Add guideline hint to new ticket page

Description

It seems many tickets get filled without the reporter having read the  How to report bugs information. Also there seem to be quite a few tickets where the reporter only after creating the ticket sees the note

Please use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.

Because this sentence, which makes very clear that code blobs are unwanted in the ticket, only appears on already posted tickets.

So maybe including the exact same sentence below the form on the New Ticket page before the "Create ticket" button would be a good idea.

Maybe it should also be considered to move this (and merge with the other)

Please use the instructions in  How to Report Bugs to fill out the bug reporting form below. Don't forget to  link to a working test case!

Also below the form before the "Create Ticket" button.

I guess this would give these instructions better visibility, because I imagine the problem to be that people read the warning on the "New ticket" page but once they reach
