Trac Preferences missing timezones.

Description

Not all places have timezones that are whole hours offset from GMT.

Where I live, for instance, we use +0930 (+1030 DST).

All timezones that are in use should appear in the popup.

This is something which we have amended in the new version of the bug tracker which will be going live for public use either this week or sometime after the jQuery conference on the 15th. Closing as the issue has been fixed and is waiting public deployment,

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
