change event is not firing for TextBox

The change event is not firing for Text Box when changed from empty to some data. And it always firing when changed to some data to another

This was fixed in jQuery 1.4.2.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
