Sizzle is not GPL

Description

Sizzle is not GPL licenced, but is part of jQuery. This means that jQuery 1.3 can't be committed to Drupal CVS.

This was fixed - Sizzle is dual-licensed now.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
