ui.spinner _constrain function should propagate a change event

I would like to see a change event get fired when the spinner is constrained to the max/min value.

Please submit to the jQuery UI tracker.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
