Make animations synchronous when duration is 0.

I myself needed this for LocalScroll, to scroll right when the page starts, before the hash on the url does it job.

All fx tests pass on all major browsers. Of course.. I doubt the tests on the fx module can really be that tough.

So extra testing would be handy.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
