Trac should allow bug submitters to modify their own tickets

Description
I'd like it if the jQuery Trac instance could be reconfigured to allow bug submitters to modify their own tickets. As it is once a bug is submitted it cannot be modified at all which makes it harder for bug submitters to keep their bugs up to date or even just fix typos or revise the description.
