ui.sortable "serialize" function won't return a value

Description
I can not get the "serialize" function in ui.sortable.js to return any
value when applied to a sortable list. I am using the latest version
of everything.
The sortable function works in the sense that the items can be dragged
and dropped, I just can't get "serialize" to do anything. It's also
not returning any JS errors that I can see.

It will only return a value when using id="id_22" as in examples
if we use only numeric id it returns empty
