ui.datepicker.js: changeFirstDay option does not work

Description

There seems to be a bug with the changeFirstDay option, because when you set it to false, users are still able to change the first day of a week.

Fixed in r5406.

Please follow the  bug reporting guidlines and use  jsFiddle when providing test cases and demonstrations instead of pasting the code in the ticket.
