Not working selector $('input[type="number"][value=""]').length

Description
$('input[type="number"][value=""]').length
is 0 event if all inputs are filled with numbers

Because we get so many tickets, we often need to return them to the initial reporter for more information. If all the inputs were filled, the
[value=""]part would not match any of them. Perhaps I am misunderstanding? Can you please post a test case using jsfiddle.net or jsbin.com? Thanks.
