Incorect margin in IE7

Description
Percentage based margins are being return incorrectly in IE, specifically IE7. They get returned as "0px", FF/WebKit return the correctly computed value (ie "12.7px"). This in turn effects .outerWidth(true) and other layout functions.

Because we get so many tickets, we often need to return them to the initial reporter for more information.
