fadeTo value becomes max opacity for fadeIn

Description
After I run fadeTo(d,o) the opacity set by fadeTo becomes the Max opcaity fadeIn will subsequently use.
Here is code for quick example:

Because we get so many tickets, we often need to return them to the initial reporter for more information.
