Browser bug for .animate() method

Description
I have a sticky nav menu that moves the whole page when a menu item is selected. I have come to the conclusion that if I use $('html') the animation only works for IE and Firefox browsers. If I use $('body') the animation only works in Safari and Chrome. We have tried using $('body, html') before but it caused another bug that I won't get into. Any suggestions on how to fix this?

You can find support on the #jquery irc channel or on the forums, which may be a better place for a question of this nature.

Because we get so many tickets, we often need to return them to the initial reporter for more information. If that person does not reply within 14 days, the ticket will automatically be closed, and that has happened in this case.
